Goleta Sanitary District Climate Adaptation Plan
On May 17, 2021, the District approved a professional services agreement with Environmental Science Associates, Inc. (ESA) to develop a Climate Adaptation Plan (CAP) identifying potential sea-level rise impacts to the District’s facilities including the Firestone Lift Station, outfall, and the treatment plant, and to recommend mitigation measures to protect the infrastructure from sea level rise with respect to timing, strategies, and costs, using much of the work done by other agencies in the recent past.
Phases of CAP include development of: 1) Sea-level Rise Scenarios, 2) Hazards Analysis, 3) Asset Inventory, 4) Vulnerability Assessment, and 5) an Adaptation Plan Recommendation.
The draft Climate Adaptation Report was received on April 6, 2022 from ESA. Three scenarios were used to evaluate the District’s capability to withstand sea level rise models and the associated threats to District assets: existing conditions (no sea level rise), 2.5 foot sea level rise, and 6.6 foot sea level rise over the next 50+ years.
The report also identified potential flooding hazards from three sources: coastal, fluvial, and estuarine. The report makes recommendations for adaptations which can be made by the District in the future to reduce vulnerabilities and improve resilience.
