Sewer Permits
Applicant’s seeking sanitary sewer service shall first obtain a “Sewer Service Availability Letter” from the District. If you are a new connection and have not obtained a letter please refer to the previous page and fill out a request. Upon completion of the application a “Permit for Service” will be provided which will serve as a guarantee of sewer service and shall be for all purposes the District’s “can and will serve” commitment of service. A GSD permit will be required prior to the District signing the County’s Agency Approval Form. A summary of the process to receiving sanitary sewer service is shown below. Please note the process below only summaries the Goleta Sanitary Requirements to achieving sanitary sewer service and does not include all City/County requirements.
- Fill out Sewer Service Connection Permit Application (new connections need a sewer service availability letter).
- Pay the appropriate permit fees and fill out any follow-up documentation provided by the District (Dependent on the type of project).
- Issue Goleta Sanitary District Permit for Service and GSD signature of County Required Agency Approval Form.
- Initial inspection and GSD sign off after construction of connection/improvement is complete but prior to backfill.
- Final inspection and GSD sign off at the time of project completion/occupancy release. Prorated annual sewer service charges from the date of final inspection/occupancy release through June 30th will be due at this time.
- After June 30th annual sewer service charges will be to the Santa Barbara County Tax Statement for the property.

Types of Project Requiring GSD Permits/Sign Off
New Connections
The District's current rates and fees for annual sewer service charges and associated permit fees are shown on the Rates and Fees page. Please refer below to see what permit/inspection fees are applicable to your project and the associated capacity unit/capacity fee.
Single Family Residence - GSD Permit Required
A building designed to be used as a residence for a "single family" and is the only dwelling located on a parcel of ground with the usual accessory buildings.
Includes Capacity Fees for 1 ERU, Permit fees, and Inspection fees.
Accessory Dwelling Unit (ADU) - GSD Permit Required
An ADU is an auxiliary dwelling unit that is (i) added onto an existing single-family residence or onto an existing accessory structure located on the same lot as a single-family residence, or (ii) constructed as a detached structure on the same lot as a single-family residence. An ADU can be detached or attached to the existing single-family residence.
Includes Capacity Fees for 0.7 ERU (Additonal fixture charges apply for more than 15 drainage fixture units), Permit Fees, and Inspection Fees.
Junior Accessory Dwelling Unit (JADU) - No GSD Permit Required
A JADU is an auxiliary dwelling unit that is (i) contained entirely within an existing or proposed single-family residence, including an attached garage, and (ii) are no more than 500 square feet in size. JADU's may include separate sanitation facilitires or share sanitation facilities with the existing structure.
No Capacity Fees, Permit Fees, or Inspection Fees.
Multiple Family Residences (MFR) - GSD Permit Required
A builing or portion of a building, designed, used or intended to be used and occupied exclsuively by two or more families, and containing two or more dwellings, including duplexes, triplexes, apartments, condominiums, and townhouses, but not including motels.
Includes Capacity Fees for 0.7 ERU per Dwelling Unit, Permit Fees, and Inspection Fees. Plan check and review fees are applicable for large development projects.
Commercial/Industrial/Institutional - GSD Permit Required
Commercial, Industrial, and institutional uses includes Capactiy Fees for 1 ERU per connection. Plan check and review fees are applicable to all Commercial, Industrial, and large development projects). Surveys and questionnaires may be required as part of the permit process to protect the introduction of pollutants into the Publicly Owned Treatment Works. Industrial Users may be required to apply for an "Industrial User Permit" .
